This was stated by the Director General of Customs and Excise of the Ministry of Finance, Askolani. “Yes, it is detrimental,” said Askolani at the DPR RI building on Tuesday (14/02/2023). However, Askolani said the low price was due to the large number of illegal imports. Many Jastip actors bring goods into Indonesia without paying taxes like legal goods in general.
"If you don't pay import duties, it's as if the goods are cheaper. It's not fair, that's why we have to protect it,” continued Askolani.
This can happen through various 'modes' that are widely used by the jastip. For information, there are two types of goods that can be brought in from abroad, namely personal needs and non-personal needs.
Both also have a maximum weight that can be carried by each passenger. In addition, goods that are not for personal use will be subject to Value Added Tax (VAT) of 10%. Likewise, restrictions on souvenirs from abroad are also regulated with a maximum purchase cost of US$500 or Rp.7 million.
It is also considered as a 'gap'. Some of the modes that are often used by the jastip are to break up goods between several other passengers to prevent tax increases, young people!
On the other hand, so that they are not counted as souvenirs, the perpetrators of the crime can also separate the goods from the packaging boxes. It can also make the item tax-free.
In addition, there are also Jastip business actors who use delivery services with a de minimis value (exemption value). This can be done when sending goods in extreme quantities on the same day.
"Sometimes we find it at the post office, we find it at the airport, at the port it is also possible. We included the shipment earlier, passenger goods are our concern for us to take care of," said Askolani.
Until now, there have been several prosecutions of illegal jastip carried out by the government. The Customs and Excise Directorate of the Ministry of Finance said that throughout 2022, there will be at least 39,207 cases of illegal jastip being prosecuted with an estimated BHP value of Rp. 22,043 billion.
Of these, the most dominant goods were tobacco products (21,193 actions), Beverages Containing Ethyl Alcohol (3,249 actions), Steel and products (989 actions), Narcotics, Psychotropics and Precursors (935 actions), and Textiles and Textile Products (782 prosecutions).
The way to find out the jastip mode is to implement the Anti Splitting program through PMK-122/PMK.04/28.
This program can also automatically recognize the name of the consignee who tries to take advantage of the exemption from import duty and import tax on goods.
