The Head of the Trade Policy Agency (BKP) of the Ministry of Trade (Kemendag) Kasan emphasized the need for efforts to equalize perceptions with stakeholders to prevent and recover serious losses for domestic industry players, especially the Textile and Textile Products (TPT) sector. This was emphasized by Kasan when opening the Antidumping, Antisubsidy and Safeguard Investigation Initiation Workshop at the Alila hotel, Solo, Central Java, Friday (11/25/2022). This activity is the second time it has been held by BKP, having previously been held in Bandung on 31 October 2022.

"We continue to conduct workshops and exchange information on trade policies to prevent losses for the domestic textile industry. Apart from that, we also update information regarding the condition of business actors in the TPT sector and the procedures for investigating trade remedies," explained Kasan.

Kasan revealed, the trade remedies policy would certainly have positive and negative impacts for several parties.

As mandated by the President in Law Number 7 of 1994 concerning Ratification of the Agreement to Establish the World Trade Organization, Indonesia has always tried to uphold the main principles contained in the 1947 General Agreement on Tariffs and Trade (GATT).

Furthermore, to realize guarantees that trade between countries can run well, GATT stipulates provisions to encourage trading activities based on the principle of fair competition, and rejects several practices, such as dumping and subsidizing export products (unfair trade).

Kasan said the Ministry of Trade had also formed a National Interest Consideration Team (PKN) in accordance with the Decree of the Minister of Trade Number 565/M-DAG/KEP/3/2017 concerning the Formation of a Team for Consideration of National Interests Regarding Recommendations from the Indonesian Anti-Dumping Committee and the Indonesian Trade Security Committee.

"The intended national interest is not only to consider the existence of the domestic industry as a party that is directly harmed by practices that are not permissible. However, it also takes into account the interests of national industrial development, security and stability of national food prices, decreasing market share, employment, fiscal interests and so on," said Kasan who is also the head of the PKN Team.

Kasan said that this effort to discuss national interests is one of the government's efforts to balance the positive and negative impacts of establishing a trade remedies policy.

It is hoped that this will contribute to realizing sustainable, inclusive economic development and ensuring equal distribution of welfare for all Indonesian people. Previously, the PKN Team, chaired by Kasan, conducted a survey of three TPT business actors in Central Java, PT. Sri Rejeki Isman (Sritex), PT. Dan Liris, and PT. Prima Sejati Sejahtera (PSS).

This is done to expand the use of trade remedies policies for business actors as one of the trade instruments in providing protection for investment and increasing the competitiveness of domestic industries.

"We express our appreciation to the Indonesian Textile Association (API), both the Central API and Central Java Provincial API, the Central Java Provincial Industry and Trade Service, and all parties who have worked together in organizing this event," said Kasan.
